Cairo Conference カイロ宣言 Released December 1, 1943 1943年12月1日公開 The several military missions have agreed upon future military operations against Japan. 各軍事使節は、日本国に対する将来の軍事行動を協定した。 The Three Great Allies expressed their resolve to bring unrelenting pressure against their brutal enemies by sea, land, and air. 三大同盟国は、海路、陸路及び空路によって野蛮な敵国に仮借のない圧力を加える決意を表明した。 This pressure is already mounting. この圧力は、既に増大しつつある。 The Three Great Allies are fighting this war to restrain and punish the aggression of Japan. 三大同盟国は、日本国の侵略を制止し罰するため、今次の戦争を行っている。 They covet no gain for themselves and have no thought of territorial expansion. 同盟国は、自国のためには利得も求めず、また領土拡張の念も有しない。 It is their purpose that Japan shall be stripped of all the islands in the Pacific which she has seized or occupied since the beginning of the First World War in 1914, and that all the territories Japan has stolen from the Chinese, such as Manchuria, Formosa, and the Pescadores, shall be restored to the Republic of China. 同盟国の目的は、1914年の第一次世界戦争の開始以後に日本国が奪取し又は占領した太平洋におけるすべての島を日本国からはく奪すること、並びに満洲、台湾及び澎湖島のような日本国が清国人から盗取したすべての地域を中華民国に返還することにある。 Japan will also be expelled from all other territories which she has taken by violence and greed. 日本国は、また、暴力及び強慾により日本国が略取した他のすべての地域から駆逐される。 The aforesaid three great powers, mindful of the enslavement of the people of Korea, are determined that in due course Korea shall become free and independent. 前記の三大国は、朝鮮の人民の奴隷状態に留意し、やがて朝鮮を自由独立のものにする決意を有する。 With these objects in view the three Allies, in harmony with those of the United Nations at war with Japan, will continue to persevere in the serious and prolonged operations necessary to procure the unconditional surrender of Japan. 以上の目的で、三同盟国は、同盟諸国中の日本国と交戦中の諸国と協調し、日本国の無条件降伏をもたらすのに必要な重大で長期間の行動を続行する。 “カイロ宣言”の不思議: 日本語では“カイロ宣言”で知られるが、正式な英語では"Cairo Conference"である。カイロ会議にすぎない。“宣言”に相当する英語である、"Declaration"や"Proclamation"は使われていない。どういうことであろうか。 それに、信頼できると思われるYale Law School（イエール大学法学部）のAvalon Projectのホームページには、"Released December 1, 1943"と書いてある。 http://www.yale.edu/lawweb/avalon/wwii/cairo.htm 一部情報によれば、"released without signatures"、つまり署名なしで公表されたとなっている。いったい、何なのだろう。本当に、「1943年11月27日 カイロで署名」されたのだろうか。 内容もひどい。日本が正式な国際条約によって取得した領土を、勝手に「奪取」「占領」「盗取」などと呼んでいる。 |
